The Administration for Children and Families (ACF) is seeking an extension with no change to the reporting requirements for the Consumer Education Website and Reporting of Serious Injuries in Child Care. There are no federal forms associated with these requirements. Consumer Education Website: ACF is seeking renewal of the reporting requirement described in Section 45 CFR 98.43 of the Child Care and Development Fund (CCDF) Final Rule that was published September 30, 2016. This provision requires state and territory Lead Agencies administering the CCDF program to collect and disseminate consumer education information to parents of eligible children, the general public, and providers through a consumer-friendly and easily accessible website. This website must include information about state or territory policies (related to licensing, monitoring, and background checks) as well as provider-specific information, including results of monitoring and inspection reports, and if available, information about quality. In 2014 the Child Care and Development Block Grant (CCDBG) Act introduced comprehensive, uniform background check requirements for all child care staff to promote the safety of children in child care settings. As part of the website, state and territory Lead Agencies must post information and resources pertaining to their interstate background check processes and procedures. Reporting of Serious Injuries and Deaths in Child Care: ACF is also seeking renewal of the reporting requirements in Section 45 CFR 98.42(b)(4) of the CCDF Final Rule that was published September 30, 2016. This provision requires Lead Agencies administering the CCDF program to establish procedures that require child care providers that care for children receiving CCDF subsidies to report to a designated state, territorial, or tribal entity any serious injuries or deaths of children occurring in care. These reporting requirements were developed in order to protect the health and safety of children in child care, and to help parents make informed consumer choices. ACF is not proposing any modifications to the requirements but has adjusted burden estimates.
