Oil and Gas, or Geothermal Resources: Transfers and Assignments (43 CFR Subparts 3106, 3135, and 3216)

BLM collects this information to determine if a proposed transfer or assignment of an interest in oil, gas, or geothermal resources is in accordance with applicable statues and regulations. Form 3000-3 is used when the lessee wants to transfer an interest by assignment of record title. Form 3003-3a is used when a lessee wants to transfer operating rights (i.e., enter into a sublease).
