BLM collects this information to determine if a proposed transfer or assignment of an interest in oil, gas, or geothermal resources is in accordance with applicable statues and regulations. Form 3000-3 is used when the lessee wants to transfer an interest by assignment of record title. Form 3003-3a is used when a lessee wants to transfer operating rights (i.e., enter into a sublease).

Cumulatively, the estimated annual responses have been adjusted upward by 3,585, from 14,041 to 17,626 responses. These adjustments have increased the hour burden by 1,793, from 7,021 to 8,814 hours. All of these adjustments are due to the BLMâs recent experience with this control number.
Cumulatively, the non-hour cost burdens have been adjusted upward by $410,780, from $1,263,690 to $1,674,470. All of these adjustments are due to increases in the number of responses, and to updates of cost-recovery fees, from $90 to $95.
