49 USC 60102 requires each operator of a pipeline facility (except master meter operators) to submit to DOT a written report on any safety-related condition that causes or has caused a significant change or restriction in the operation of a pipeline facility or a condition that is a hazards to life, property or the environment. The Pipeline Safety: Safety of On-Shore Hazardous Liquid Pipelines final rule will require operators of both gravity lines and gathering lines to be subject to safety-related condition reporting. This information collection is being revised to account for the additional burden that will be incurred by newly regulated entities. Operators currently submitting annual reports will not be otherwise impacted by this rule.
