49 USC 60102 requires each operator of a pipeline facility (except master meter operators) to submit to DOT a written report on any safety-related condition that causes or has caused a significant change or restriction in the operation of a pipeline facility or a condition that is a hazards to life, property or the environment.

From 2001 to 2005, the number of PHMSA safety-related condition reports increased an average of 12.5 percent annually. PHMSA anticipates that this trend will continue due to increased focus on reporting safety related conditions. Using this trend to project for the full three years suggests there will be 142 safety-related condition reports in 2008 and 160 in 2009. for an average annual burden of 142 reports.
