Abstract: THE NATIONAL CONTINGENCY PLAN (40 CFR 1510) ESTABLISHES AS ONE OF ITS OBJECTIVES THE IDENTIFICATION OF EQUIPMENT AND SUPPLIES TO PROVIDE FOR RESPONSE TO DISCHARGES OF OIL AND HAZARDOUS CHEMICALS. THE SPILL CLEANUP INVENTORY (SKIM) IS A COMPUTER SYSTEM OF RETRIEVAL AND UPDATING TO PROVIDE INFORMATION ON AVAILABILITY OF RESOURCES TO FIGHT SPILLS.
