Abstract: THE NATIONAL CONTINGENCY PLAN (40 CFR 300) ESTABLISHES AS ONE OF ITS OBJECTIVES THE IDENTIFICATION OF EQUIPMENT AVAILABLE FOR RESPONSE TO DISCHARGES OF OIL AND HAZARDOUS MATERIALS.
