Abstract: RIVER AND HARBOR ACT OF 1922 REQUIRES CORPS OF ENGINEER TO OBTAIN DATA ON THE ARRIVAL AND DEPARTURE OF VESSELS AND THEIR CARGOS. THIS DATA FORMS THE BASIS FOR ANALYSIS, SUCH AS MONITORING CRUDE OIL IN ALASKA AND SEVERAL EAST COAST PORTS. SUBMISSION IS REQUIRED FROM ONLY MAJOR OR CRITICAL PORTS TO VERIFY VESSEL OPERATIONS REPORTS.
