POLLUTION CONTROL ACT AMENDED 1972, THE AGENCY OR APPROVED STATE
AGENCY IS RESPONSIBLE FOR ISSUANCE OF PERMITS FOR DISCHARGE OF
POLLUTANTS INTO NAVIGABLE WATERS. UNDER SEC. 304(H)(I) THE
ADIMINISTRATION IS REQUIRED TO ESTABLISH MINUMUM REQUIREMENTS FOR
THE ACQUISITION OF INFORMATION FROM OWNERS AND OPERATORS OF POINT
SOURCES OF DISCHARGE SUBJECT TO ANY STATE PROGRAM UNDER SEC. 402.
