Abstract: THE NATIONAL SYSTEM OF INTERSTATE AND DEFENSE HIGHWAYS WAS ESTABLISHED TO SERVE THE NATIONAL DEFENSE FOR THE MOVEMENT OF PEOPLE AND GOODS. THE SECRETARY IS AUTHORIZED BY 23 U.S.C. 315 TO PRESCRIBE AND PROMULGATE ALL NEEDFUL RULES AND REGULATIONS FOR THE CARRYING OUT OF THIS TITLE. 23 U.S.C. 116 REQUIRES THAT THE SYSTEM IS PROPERLY MAINTAINED.
