Abstract: SECTION 402 (A)(2) OF THE FEDERAL WATER POLLUTION CONTROL ACT. AMENDED 1977, STATES THAT THE ADMINISTRATOR SHALL PRECRIBE CONDITIONS FOR ISSURANCE OF PERMITS TO DISCHARGE POLLUTANTS INTO NAVIGABLEWATERS.
