This IRC is
disapproved for the following reasons: The response burden is
inaccurate, EPA should include time required to monitor, test,
review data, etc., as well as time to fill out the form There is
insufficient evidence that all the data are actually used. Finally,
EPA should consider the following alternatives to reducing the
number of responses and response burden : (1) Annual reporting
only, (2) Develop a rotating statistical sample, (3) Require the
DMR only within States/Regions that actually use the information,
and (4) Change the form to include only necessary items.

DATA OBTAINED THROUGH THE DISCHARGE
MONITORING REPORT IS USED BY EPA AND/OR STATE PERMITTING AUTHORITY
AS THE PRIMARY INFORMATION SOURCE IN NPDES PERMIT
COMPLIANCE/ENFORCEMENT. THE DATA FROM DMRS CAN ALSO BE USED TO
GENERATE A NATIONAL DATUM OF EFFLUENT QUALITY FROM WHICH TREND CAN
BE ESTABLISHED OVER VARYING TIME PERIODS, FOR GEOGRAPHICAL
LOCATIONS, FOR VARIOUS CATEGORIES OF DISCHARGES, ETC. THESE TRENDS
PROVIDE A MEANS FOR MEASURING THE EFFECTIVENESS OF THE NPDES
STRATEGY.
