6/81 provided: (1) HHS provide a status report by 4/30/81 on the
other ACYF/HeadStart information collections in use without OMB
approval, including those in the ICB and others, such as the
program performance standards and self assessment validation
instruments. To date none of these have been submitted to OMB for
approval. The 4/30 report should include a schedule for submission
of each by 6/30/81. (2) HHS conduct a study of the reporting burden
on HeadStart program directors, including an examination of
"alternative data collection approaches" for PIR data, as proposed
by HHS' DAS for Management Analysis and Systems on 11/20/80. Both
reduced frequency and sampling should be examined for PIR type
data. HHS should describ in its 1982 ICB its plan for such a study
to be completed by 9/30/81, i.e., before the 1981-82 school year,
including all such information collections to be reviewed for
consolidation and elimination of duplication. With the next request
for the PIR report, submit a repor of findings to OMB. (3) HHS take
specific steps to involve the affect public, including the National
HeadStart Association, in this study an provide OMB by 6/30/81 with
evidence of actions taken to do this.

THE PIR PROVIDES INFORMATION ON
PROGRAM PERFORMANCE FOR ACYF MANAGE MENT NEEDS AND PROVIDES DATA ON
THE COMPREHENSIVE SERVICES WHICH HEAD START IS MANDATED BY LAW TO
PROVIDE, SUCH AS HEALTH, NUTRITION, SOCIAL SERVICES, AND PARENT
INVOLVEMENT ACTIVITIES. THE PIR SERVES AS THE PRINCIPAL INFORMATION
SOURVCE FOR AN IMPORTANT ACYF MANAGEMENT INITIA TIVE, THE HEAD
START PERFORMANCE INDICATORS, WHICH IS TRACKED BY THE SECRETARY AS
PART OF OMS.
