ACT OF 1970 (PUBLIC LAW 91-631) MAKES IT INCUMBENT UPON THE
SECRETARY OF THE INTERIOR TO BE INFORMED THE CONGRESS OF
DEVELOPMENT IN MINERAL INDUSTRIES INCLUDING POTENTIAL CRISES
THEREIN. TO PROVIDE GOVERNMENT POLICYMAKERS AND DECISIONMAKERS WITH
A READY MINERAL ANALYTICAL CAPABILITY FOR PEACTIME USE, AND IN
EMERGENCY SITUATION SUCH AS PROVIDED FOR UNDER THE STRATEGIC
CRITICAL MATERIALS STOCK PILING ACT OF 1939 AS AMENDED IN
1946
