BECAUSE THE SSED PROGRAM RESPONDS TO UNFORESEEN DISRUPTIONS TO A ECONOMY, SPECIFIC AND NEW INFORMATION IS NEEDED TO IDENTIFY THE PROBLEM TO BE ADDRESSED.
