Abstract: AN APPLICANT FOR AN EXPORT LICENSE MUST HAVE RECEIVED AN ORDER FROM HI FOREIGN CUSTOMER BEFORE SUBMITTING AN APPLICATION. HOWEVER, IF NO ORD HAS BEEN RECEIVED, THE OFFICE OF EXPORT ADMINISTRATION WILL CONSIDER GRANTING A WAIVER OF THE ORDER REQUIREMENT WHERE THE APPLICANT IS ABLE TO SHOW THAT AN EXCEPTION IS WARRANTED.
