Abstract: 46 U.S.C. 1454, 1456 AND IMPLEMENTING REGULATIONS REQUIRE THE ESTABLISHMENT OF A BOAT STANDARDS COMPLIANCE PROGRAM. THE COAST GUARD IS REQUIRED TO ESTABLISH A METHOD FOR IDENTIFYING SPECIFIC BOAT MANUFACTURERES SO THAT AN EFFECTIVE COMPLIANCE PROGRAM MAY BE MAINTAINED.
