FAA must review these requirements and reexamine the need for them. Approval is granted for one year. Requirements like 121.711, which have no apparent value, should be eliminated. Other requirements should be eliminated. Other requirements should be streamlined to reduce the burden and leave room for innovation. These revisions can be undertaken without impacting safety, and can be accomplished during concurrent regulatory review. DOT must submit a schedule for these revisions by December 1, 1981.
