THIS PROCESS IS MORE EFFECTIVE AND EFFICIENT BECAUSE THE FBI IS NOT REQUIRED TO DEAL ON A INDIVIDUAL BASIS WITH THOUSANDS OF SUBMITTING INSTITUTIONS.
