ENDORSEMENT CONTAINS LANGUAGE NECESSARY TO OVERRIDE EXCLUSIONS OR CONDITIONS IN INSURANCE POLICY AT ODDS WITH INTENT OF REGULATION THEREBY EXTENDING TO THE PUBLIC PROTECTION INTENDED BY CONGRESS.
