reconsideration of this disapproval is desired, send a correctly
completed SF 83 and Supporting Statement (see June 24, 1981, memo
of Louis Kincannon) and enclose copies of all relevant statutes,
regula tions and forms. This disapproval results from the absence
of a requirement showing that it is necessary to achieve a Federal
purpose, and is it is whether it is the least necccessary to
achieve the purpose without unnecessary burden and cost and whether
the same result could be obtained through less paperwork intensive
approaches. Further, the absencce of a complete supporting
statement is a serious ommission and renders the request for OMB
review invalid. To avoid program disruption,the previous approval
through December 31,1981 is continued through that date.
