Abstract: THE OMNIBUS RECONCILIATION ACT OF 1981 PROVIDES FOR LOWER SUBSIDIES TO THE NATIONAL SCHOOL LUNCH AND SCHOOL BREAKFAST PROGRAMS. THIS SURVEY WILL ALLOW THE FEDERAL GOVERNMENT TO ESTIMATE PROGRAM PARTICIPATION AND BUDGET BASED ON DATA COLLECTED SUBSEQUENT TO THE IMPLEMENTATION OF THE PROVISIONS OF THE NEW ACT.
