BOTH FPM 335, FEDERAL PROMOTION REGULATIONS, AND IRM 0335, IRS PROMOTION REGULATIONS, REQUIRE SYSTEMATIC RANKING PROCEDURES WITH THE APPRAISAL AS A REQUIRED METHOD OF CONSIDERATION.
