Approved through April, 1982 with a reduced burden allowance of 103,700 hours. OMB notes that the FY 1982 Information Collection Budget allocates 103,700 hours for PMN: 8,300 hours less than requeste by EPA. We recognize that the date on which final PMN rules will be published is not certain, and that without final rules the burden of PMN reporting may exceed OMB's allowance. In that event, we would expect EPA to find and carry out offsetting burden reductions elsewher in the Agency. As a condition of clearance, we ask EPA to give OMB, b February 1, 1982, its best estimate of the date on which it will submi a clearance request for final PMN requirements. Finally, we expect OT to keep OMB and the Information Management Staff within EPA apprised o its plans to minimize the burden of PMN reporting, both through exemption policies and through revised requirements for those categori that are not exempted.

UNDER SECTION 5 OF TSCA, ANY PERSON WHO INTENDS TO MANUFACTURE A NEW CHEMICAL SUBSTANCE FOR A COMMERCIAL PURPOSE MUST SUBMIT A NOTICE TO EPA AT LAST NINETY DAYS BEFORE COMMENCING MANUFACTURE. SECTION 5(D)(1 DEFINES THE CONTENT OF A PREMANUFACTURE NOTICE. EPA IS REQUIRED UNDER TSCA TO REVIEW THE INFORMATION SUBMITTED TO DETERMINE WHETHER ACTION UNDER SECTIONS 5(E) OR 5(F) IS WARRANTED.
