These procedures will be specified in the forthcoming rules to implement the Paperwork Reduction Act.

UNDER SECTION 5 OF TSCA, ANY PERSON WHO INTENDS TO MANUFACTURE A NEW CHEMICAL SUBSTANCE FOR A COMMERCIAL PURPOSE MUST SUBMIT A NOTICE TO EPA AT LAST NINETY DAYS BEFORE COMMENCING MANUFACTURE. SECTION 5(D)(1 DEFINES THE CONTENT OF A PREMANUFACTURE NOTICE. EPA IS REQUIRED UNDER TSCA TO REVIEW THE INFORMATION SUBMITTED TO DETERMINE WHETHER ACTION UNDER SECTIONS 5(E) OR 5(F) IS WARRANTED.
