Abstract: WHEN AID IS NOT A PARTY TO A CONTRACT WHICH IT FINANCES, IT NEEDS SOME MEANS TO COLLECT INFORMATION FROM SUPPLIERS AND A BASIS ON WHICH TO TAKE APPROPRIATE ACTION AGAINST SUPPLIERS IN THE EVENT THEY DO NOT COMPLY WITH APPLICABLE AID REQUIREMENTS.
