THE PROPOSED REGULATIONS ASSURE THAT
MUNICIPAL MARINE DISCHARGERS UNDERSTAND CLEARLY THE
TECHNICAL/ENVIRONMENTAL REQUIREMENTS FOR OBTAINING VARIANCES FROM
SECONDARY TREATMENT REQUIREMENTS. THE APPLICATION QUESTIONNAIRES
HELP TO ASSURE ADEQUATE DATA AND ANALYSES FOR DEMONSTRATION THAT
PROPOSED TREATMENT PLANT DISCHARGES COMPLY WITH SEVEN STATUTORY
CRITERIA FOR THE REQUESTED VARIANCES.
