Abstract: FHWA REGULATION FOR ADMINISTRATION OF THE HIGHWAY SAFETY IMPROVEMENT PROGRAM REQUIRE STATES TO HAVE APPROVED PLANNING, IMPLEMENTATION, AND EVALUATION PROCESSES.
