It must be resubmitted in a single request with a single supporting statement together with "Highway Safety Improvement Program," OMB No. 2125-0025. In addition, the justification statement must be revised to describe FHWA's efforts, if any, to avoid duplication with "U.S. DOT - AAR Crossing Inventory Form," OMB No. 2130-0017.

FEDERAL STATUTES REQUIRE THAT EACH STATE (1) MAINTAIN A SURVEY OF ALL PUBLIC ROADS TO IDENTIFY HAZARDOUS LOCATIONS, ELEMENTS, AND RAIL-HIGHWAY CROSSINGS, (2) ASSIGN PRIORITIES FOR THEIR CORRECTION, AND (3) ESTABLISH AND IMPLEMENT A SCHEDULE OF HIGHWAY SAFETY IMPROVEMENT PROJECTS. THESE PROJECTS ARE ELIGIBLE FOR FEDERAL AID FUNDING.
