This clearance is to allow the ICC time to procede in its rulemaking (NPRM published in March 1981) to consider changes to reporting requirements to reduce compliance burdens. The clearance date will permit the ICC to phase-in the new forms. When the package is resubmitted, the ICC should more clearly explain the need for Federal use of the information by citing some illustrativ examples. The ICC also should consider ways to lower the estimated reporting burden of 121 hours per respondent.
