These forms are
approved for one year. The resubmission must include a detailed
justification for each of the forms, with a description of the
steps taken to ensure that all possible steps to reduce burden have
been taken. The FNS-433 apears to be overly burdensome, as
sponsoring organizations and day care providers should be given the
flexibility to negotiate contracts of their own design, as long as
the sponsoring ogranization assures FNS that all regulatory
requirements will be met. If the FNS-433 is resubmitted for
clearance the supporting statement must respond to this issue.
Furthermore, the 0584-0055 resubmission must include a finding by
the Departmental IRM staff as to whether the requirements of
Section 226.6(k) are covered by the Paperwork Reduction Act, and,
if it is, how the 4000 hour per respondent burden can be
significantly reduced.
