discontinued on October 1, 1981. FNS has not justified the need to
continue this collpast October 1, 1982, the deadline for
liquidating all obligations incurred while the program was in
operation.

SECTION 5 OF THE CHILD NUTRITION ACT
OF 1966 (P.L. 89-642, AS AMENDED, 42 U.S.C. 1751) AUTHORIZES THE
FOOD SERVICE EQUIPMENT ASSISTANCE PROGRAM. THE REGULATIONS
SUBMITTED WITH THIS PROPOSAL SET FORTH: (A) A POLICIES FOR THE
ADMINISTRATION OF THE PROGRAM BY STATE AGENCIES AND FOR ITS
OPERATION BY LOCAL LEVEL ORGANIZATIONS, AND (B) REPORTING
REQUIREMENTS NECESSARY TO OBTAIN PROGRAM FUNDS AND INFORM USDA OF
THE RESULTS OF PROGRAM OPERATIONS.
