Abstract: SECTION 512(A) OF P.L. 95-87 PROVIDES THAT COAL EXPLORATION OPERATIONS WHICH SUBSTANTIALLY DISTURB THE NATURAL LAND SURFACE BE CONDUCTED IN ACCORDANCE WITH EXPLORATION REGULATIONS. THE INFORMATION WILL GIVE THE REGULATORY AUTHORITY A SUFFICIENT BASELINE UPON WHICH TO ASSESS THE IMPACT OF THE PROPOSED OPERATION.
