A THREE-YEAR RETENTION PERIOD NECESARILY IMPLIES THAT A LOCAL FACILITY'S ELIGIBILITY MIGHT BE RE-DETERMINED ONLY ONCE EVERY THREE YEARS. IF IT IS SATISFACTORILY SHOWN THAT STATES RE-DETERMINE ELIGIBILITY AS FREQUENTLY AS THEY DEEM NECESSARY, OR THAT THE ELIGIBILITY QUALIFICATIONS OF LOCAL FACILITIES ARE SUFFICIENTLY STABLE OVER TIME TO ALLOW EFFECTIVE RE-DETERMINATION BUT ONCE EVERY THREE OR YEARS, THEN LONGER TERM APPROVAL IS MORE LIKELY.
