Abstract: TRANSMITTAL FORM OPAD-2 IS USED TO ENSURE THAT ALL RAILROADS TERMINATI 4,500 CARLOADS OR MORE PER YEAR SUBMIT ALL HARD COPY WAYBILLS ON A MONTHLY (OR QUARTERLY) BASIS REQUIRED BY 49 CFR 1244. ACCURATE REPORTING IS NECESSARY FOR SATISFYING DATA REQUIREMENTS IN ICC REGULATIONS AND MEETING NEEDS OF PARTICIPANTS IN ICC PROCEEDING.
