Abstract: THIS FORM IS A REVISION OF FORM OPAD-2 USED FOR THE MANUAL SYSTEM OF REPORTING. TRANSMITTAL FORM OPAD-1 ALLOWS ICC TO MONITOR RAILROADS REPRING WAYBILL DATA BY COMPUTERIZED SYSTEM IN LIEU OF MANUAL SYSTEM AS PERMITTED BY 49 CFR 1244. COMPLETE REPORTING IS NEEDED TO ENSURE ACCURATE INFORMATION FOR USE BY ICC AND PARTICIPATION IN ICC PROCEEDINGS.
