Abstract: AN OPERATIONS MANUAL IS REQUIRED OF MARINE BULK OIL TRANSFER FACILITIE IT IS APPROVED BY THE COAST GUARD AND IS NEEDED TO PREVENT OIL SPILLS FROM IMPROPER PROCEDURES. IT IS USED BY PERSONS-IN-CHARGE OF OIL TRANSFER OPERATIONS.
