THE COAST GUARD IS THE AGENCY RESPONSIBLE FOR ENSURING COMPLIANCE WITH THESE REGULATIONS BY U.S. FLAG VESSELS. PLANS SUBMITTED ARE USED TO DETERMINE COMPLIANCE WITH THESE REGULATIONS. SHIPBUILDERS AND DOOR MANUFACTURERS ARE REQUIRED TO SUBMIT PLANS.
