Abstract: THE FORMS ARE NECESSARY AS PART OF COMPLIANCE WITH NAACP V. MARSHALL, AND WITH DEPARTMENT OF LABOR, EMPLOYMENT AND TRAINING ADMINISTRATION (ETA) REGULATIONS (20 CFR PARTS 651, 653, AND 658) UNDER THE WAGNER PEYSER ACT, AS AMENDED BY THE JTPA REGARDING THE ESTABLISHMENT AND FUNCTIONING OF STATE EMPLOYMENT SERVICES. THE FORMS WILL ALLOW THE PUBLIC TO FILE COMPLAINTS AND STATE AGENCIES TO PROVIDE APPROPRIATE REPORTS.
