Abstract: TO CARRY OUT THE LEGISLATIVE REQUIREMENTS OF SECTION 10(F) OF THE FEDERAL POWER ACT. THIS SECTION DIRECTS THE COMMISSION TO DETERMINE T BENEFITS THAT HAVE BEEN RECEIVED BY DOWNSTREAM BENEFICIARIES FOR A PART OF THE ANNUAL CHARGES FOR INTEREST, MAINTENANCE, AND DEPRECIATI OF THE HEADWATER PROJECT.
