Abstract: THESE DOCUMENTS ARE USED BY HUD TO ENSURE THAT SOUND FINANCIAL PRACTIC ARE FOLLOWED BY PUBLIC HOUSING AGENCIES (PHA'S) AND THAT FEDERAL FUNDS ARE USED FOR ELIGIBLE EXPENDITURES.
