Abstract: THE GOVERNMENT SELLS ROYALTY OIL TO ELIGIBLE INDEPENDENT REFINERS WHO HAVE APPLIED TO BUY IT. MMS USES REFINERS' APPLICATION INFORMATION TO DETERMINE WHETHER A REFINER IS ELIGIBLE TO BUY ROYALTY OIL, MMS COLLECTS AND USES DISPOSITION INFORMATION FROM LEASE PRODUCERS TO VERIFY THAT THE OIL HAS BEEN DELIVERED PROPERLY.
