Commerce has not
presented sufficient evidence to rebut the presumptio against more
frequent than quarterly reporting established in 5 CFR 1320.6. The
report is being disapproved since it contains a monthly reporting
requirement. We would approve this report if it were resubmitted as
a quarterly reporting requirement.

THE DISTRIBUTION LICENSE PROCEDURE IS

ADVICE RECEIVED FROM THE EXPORT COMMUNITY IT IS DESIGNED TO
FACILITATE THE EXPORT OF COMMODITIES UNDER LARGE-SCA INTERNATIONAL
MARKETING PROGRAMS.
