Abstract: EACH STATE IS REQUIRED TO SUBMIT ANNUALLY A CERTIFICATION OF SPEED LIMIT ENFORCEMENT THAT MUST INCLUDE A FIGURE FOR THE PERCENT OF VEHICLES EXCEEDING 55 MILES PER HOUR. THE DATA IS USED TO JUDGE THE EFFECTIVENESS OF THE STATE'S ENFORCEMENT EFFORT. RESPONDENTS INCLUDE THE FIFTY STATES AND PUERTO RICO.
