Abstract: THE ATTACHED NOTICE OF PROPOSED RULEMAKING (NOPR) (RM83-31-000) HAS THREE OVERALL OBJECTIVES: 1) TO ELIMINATE OUT-OF-DATE OR UNNECESSARY REGULATIONS, 2) TO CLARIFY THE KINDS OF EMERGENCY TRANSACTIONS THAT WILL BE EXEMPT FROM CERTIFICATE REQUIREMENT, AND 3) TO CONSOLIDATE THE NON-CERTIFICATE REGULATIONS IN ONE PLACE. THE NOPR HAS NO BURDEN IMPACT.
