THE INFORMATION WILL BE USED TO PROVIDE CONGRESS AND THE SHIPPING PUBLIC WITH A DESCRIPTION OF THE TYPE OF AUTHORITIES POSSESSED BY MINORITIES AND FEMALE-OWNED MOTOR CARRIERS.
