The proposed
additions to the ETA Validation Handbook, No. 361, are disapproved
on the grounds that they are overly burdensome, lack practical
utility, and are not necessary to the proper performance of the
agency's function. It appears that the Department' Quality Control
program will meet the agency's need for a reliable error-detection
system. The Department has asserted that part of the disapproved
collection of information is necessary to comply with the 1971 U.S.
Supreme Court decision in the Java case. Compliance with that
decision, however, does not require the validation of state
Unemployment Insurance data. While we disapprove the proposed
information collection, the existing clearance for the portions of
the ETA Validation Handbook previously approved and assigned OMB
No. 1205-0055 will continue through 09/85.

THE ETA PROGRAM MANAGEMENT INFORMATION

MANAGEMENT CAN MAKE POLIC DECISIONS, INSURE CREDIBLE REPORTS TO
