Abstract: THE REPORTING AND RECORDKEEPING REQUIREMENTS ARE NECESSARY FOR THE PROPER ADMINISTRATION AND ENFORCEMENT OF THE NEW SAILING SCHOOL VESSEL INSPECTION PROGRAM. THE REQUIREMENT WILL AFFECT NON-PROFIT EDUCATIONAL INSTITUTIONS WHICH OWN OR CHARTER SAILING VESSELS AND ELEC TO OPERATE THEM AS SAILING SCHOOL VESSELS UNDER THE NEW RULES.
