Abstract: THE REPORTING AND RECORDKEEPING REQUIREMENTS ARE NECESSARY FOR THE PROPER ADMINISTRATION AND ENFORCEMENT OF THE SAILING SCHOOL VESSEL INSPECTION PROGRAM. THE REQUIREMENTS AFFECT NON-PROFIT EDUCATIONAL INSTITUTIONS WHICH OWN OR CHARTER SAILING VESSELS AND ELECT TO OPERATE THEM AS SAILING SCHOOL VESSELS.
