Abstract: THE RECORDKEEPING IS NECESSARY TO ASSURE COMPLIANCE WITH THE REGULATIONS. THE ACCIDENT REPORTING IS NECESSARY TO MONITOR THE FREQUENCY AND CAUSES OF ACCIDENTS. THIS PROPOSAL AFFECTS OPERATORS OF INTERSTATE AND INTRASTATE PIPELINES TRANSPORTING PETROLEUM, PETROLEUM PRODUCTS AND ANDYDROUS AMMONIA.
